On the market the shops keep higher prices for fresh fish compared to frozen. So you, being ambitious buyer, fall victim to the words of shop keepers and pay the high price to buy the fish. However, the fish which are already cleaned and preserved have their price mentioned on them. They are comparatively cheaper than fresh fish.
